| Keep Ice Beam on there. The speed difference won't matter much and I'm pretty sure that neutral Ice Beam does more than a pert's -1 avalanche.
Gengar should run Leftovers + Sub instead of Hypnosis to help counter ttar.
Screw the speed EVs on scizor. Put the Speed EVs in HP so you have 248 EVs in HP. Scizor doesn't outspeed much to take advantage of it. If you're worried about Babiri Ttar, consider this. Babiri ttar cuts Bullet Punch by 1/2, but one SD makes your damage output 2x. 2 * 1/2 = 1. So you essentially deal the same amount of damage.
Drop Smeargle. Your main physical attackers are capable of setting up on their own. I recommend using a Scarf Latias as a revenge killer, or Scarf Tyranitar with Crunch/Pursuit/Superpower/Stone Edge.

| I don't think this is a balanced team, you have no walls. And all your pokemon are frail except dragonite and scizor.
For Swampert, I think it looks fine, only thing I would add is surf over ice beam for torrent and second STAB, but thats on you.
Breloom is fine.
Gengar looks fine, although I would prefer something bulkier.
Smeargle, I think is a waste of a spot. And if your gonna give it an item, make it hold salac berry. I would suggest replacing with a wall like umbreon or dusknoir.
Now dragonite, make sure you are using a Dragonite and not just an inferior Salamence. Salamence has better attacking and speed stats, so I recommend using It. Unless your using a mixnite, I see no use in it.
Scizor seems fine, like jak said, EV in HP not speed.
Overall I think your team has too many sweepers. Replacing dragonite with salamence would give you the chance to make it a mix sweeper. You should use some walls to balance the team out. Swampert is your lead so I guess that doesn't count.

Walls, It depends if you want physical wall, special wall, or mix wall. Physical I recommend weezing, skarmory, gliscor and celebi. Special wall I recommend snorlax, tentacruel, vaporeon, and blissey. Mix wall I recommend dusknoir, uxie, umbreon, and suicune. And you don't have to make a new scizor, its just if you want a chioce banded scizor its better to EV it in HP. Its your choice if you want instant power or set up with SD.
