One of the rules is that a gym leader MUST have a DS to battle, after they pass the test through DS they can use PO/Showdown, but if they lose their DS they lose their Gym. It is a criteria and we are very strict about it, as some people don't have PO/showdown, I know it may seem rare, but its just how its always been and how it will always be.
